Jail Study Gives Rationale for Alternatives

Stating that "rehabilitation of most offenders can occur outside of incarceration with far greater potential for success," a recent criminal justice system and jail population management assessment in Dane County (Madison, WI) called for an expanded use of alternatives to incarceration.

The study cited the Huber Work Release Program as one that "could be greatly expanded by allowing more serious non-dangerous offenders to be assigned to the program," given "support... classification outcomes, and national best practices directions."

Community service in lieu of a payment of a fine was also among the recommendations, noting "it is a cornerstone of successful 'restorative justice' programs for adults as well as juvenile offenders." *

Barbara La Follette Joins APA's Advisory Board

Former deputy director of the Wisconsin Bureau of Child Support Enforcement and director of juvenile services for the Wisconsin Department of Corrections to give guidance to APA.

MADISON, WI -- July 1, 2009 -- Allyn R. Sielaff, president of Alternative Planning Associates, announced today the appointment of Barbara La Follette to APA's Advisory Board. Ms. La Follette joins former Wisconsin governor Anthony J. Earl, retired Wisconsin businessman James E. Carley and Step2 chief financial officer Michael J. O'Connor in providing ongoing counsel and advice to APA's management team.

Ms. La Follette is president of DC TeleSystems LLC, a major provider of communications services to incarcerated inmates. In addition, she was deputy director of the Wisconsin Bureau of Child Support Enforcement and previously director of juvenile services for the Wisconsin Department of Corrections. She and her husband, former Wisconsin Attorney General Bronson La Follette, reside in Madison.

In making the announcement, Sielaff said, "We at APA are especially pleased that Barbara La Follette has joined our endeavors. Her many years of correctional system, social services agency and communications business experience add additional facets to our abilities to provide alternative sentencing plans to attorneys and courts. I was fortunate to have Barb as part of our management team when I was administrator of the Wisconsin Division of Corrections. Now, many years later, we are reunited in providing special services to those facing criminal sanctions in our courts."
