Jail Study Gives Rationale for Alternatives

Stating that "rehabilitation of most offenders can occur outside of incarceration with far greater potential for success," a recent criminal justice system and jail population management assessment in Dane County (Madison, WI) called for an expanded use of alternatives to incarceration.

The study cited the Huber Work Release Program as one that "could be greatly expanded by allowing more serious non-dangerous offenders to be assigned to the program," given "support... classification outcomes, and national best practices directions."

Community service in lieu of a payment of a fine was also among the recommendations, noting "it is a cornerstone of successful 'restorative justice' programs for adults as well as juvenile offenders." *

Jim Carley Joins APA Advisory Board

Former Wisconsin State Public Defender board chairman to give guidance to APA in developing alternative to incarceration plans for persons in the criminal justice system.

MADISON, WI -- October 20, 2008 -- Former Wisconsin State Public Defender board chairman, James E. Carley, has joined Alternative Planning Associates in an advisory capacity. Carley, longtime Madison resident, national property developer and active in a number of civic positions, has had a lengthy history of participating in criminal justice efforts to provide employment and education for offenders. In addition, he has been an advocate for low-income housing throughout the country.

Carley joins former Wisconsin governor Tony Earl and Cleveland businessman Michael J. O'Connor in providing management advice, program opportunities and liaisons with the Wisconsin business and political communities.

APA president Allyn R. Sielaff said, "Jim Carley was very helpful during my tenure as head of Wisconsin corrections and was instrumental in recruiting a Corrections Industries board that included businessmen from around the state. Then, as now, post release employment was a major correctional thrust."

Carley stated, "I've had a long interest in securing employment for offenders, either in lieu of incarceration or following their release from prison. Working with APA will allow me to utilize that interest in assisting to work up programs to relieve jail and prison overcrowding."
